What the Theory of Planned Behavior Is

The theory of planned behavior grew directly out of the theory of reasoned action, which Martin Fishbein and Icek Ajzen developed in the 1970s to predict behavior from attitude and subjective norm alone. Intention is a weighted average, not a simple sum: each determinant enters scaled by an empirically estimated weight. With the representative weights shown, a favorable attitude (6), mild social pressure (3), and fair control (5) yield a predicted intention of 4.85, with attitude supplying about 48% of the total and subjective norm only about 17% — the weak-norm pattern typical of a private behavior. The weights matter as much as the ratings. Attitude is the sum of belief strengths weighted by how good or bad each outcome is. Because evaluations can be negative, a single strongly disliked outcome that the person thinks is likely can pull an otherwise positive attitude down or even negative — which is why a campaign changes attitude most efficiently by targeting the one belief carrying the largest adverse product, not by piling on new positives (Ajzen, 1991).

Consider a person deciding whether to start a regular exercise routine, with each determinant measured on a seven-point scale. Second, subjective norm is persistently the weakest determinant, which has prompted proposals to split it into injunctive and descriptive components or to add moral and self-identity constructs (Conner & Armitage, 1998).
