Abstract
Procrastination is the voluntary delay of an intended course of action despite expecting to be worse off for the delay, a pattern the National Library of Medicine indexes as a mental process. This article treats it as a failure of self-regulation rather than time management, and sets out the two accounts that explain its timing: Temporal Motivation Theory, which frames motivation as expectancy and value discounted by impulsiveness and delay, and the hyperbolic discounting whose preference reversals give present bias its signature. It then develops the mood-regulation account, on which delay serves short-term emotional relief bought at a long-term cost, and reviews the trait structure, academic consequences, neural correlates, and evidence-based interventions. Three demonstrations let the reader drive the deadline effect, produce a preference reversal, and trace the relief-then-cost tradeoff.

Nearly everyone has put off a task they meant to do, and a fifth of adults report doing so chronically enough to harm their work, finances, and health (Steel, 2007). What makes the behaviour a puzzle rather than a mere bad habit is its irrationality by the actor's own lights: the delay is freely chosen, the person foresees the cost, and yet the delay happens anyway. Cognitive psychology treats procrastination not as poor scheduling but as a breakdown in the self-regulation of action — a case in which the machinery that should convert an intention into timely behaviour is defeated by the pull of the present (Klingsieck, 2013). This article sets out the formal models that make the timing of that defeat predictable, the emotional account of why the delay feels worth it in the moment, and the evidence on who procrastinates, what it costs, and how it can be reduced.

What Procrastination Is
Procrastination is the voluntary delay of an intended course of action despite expecting to be worse off for the delay. Three elements in that definition do the work. The delay is voluntary, which separates procrastination from a postponement forced by circumstance; it concerns an intended action, so the person had already resolved to act, which separates it from simply choosing not to do something; and it is undertaken despite expecting to be worse off, which is what makes it irrational and distinguishes it from a strategic or considered delay that the person judges beneficial (Steel, 2007). Merely being slow, cautious, or busy is not procrastination. The mark of the phenomenon is the gap between a plan the person still endorses and the action they keep declining to begin, held open by nothing but their own repeated choice (Klingsieck, 2013). Figure 1 makes that gap the object of study.

Because the delay is chosen against the actor's own interest, procrastination is classed as a self-regulatory failure rather than a deficit of knowledge or skill: procrastinators typically know what to do and how to do it, and often even when, yet fail to bring the doing about on time. The largest synthesis of the trait literature found procrastination most strongly predicted by low conscientiousness, low self-efficacy, and high impulsiveness, and only weakly by anxiety or perfectionism, locating it firmly among the failures of impulse control rather than the anxiety disorders it is often assumed to accompany (Steel, 2007). Table 1 previews the four accounts this article develops, each explaining a different facet of why an endorsed plan goes undone.

Temporal Motivation Theory
The most complete formal account of procrastination's timing is Temporal Motivation Theory, which integrates expectancy-value theory with the discounting of delayed outcomes into a single expression for the motivation to pursue a goal (Steel & König, 2006). It states that the motivation to act on a task rises with the expectancy of succeeding and the value of the outcome, and falls with the delay until that outcome is realised and with the actor's impulsiveness, the sensitivity to delay. Written as a utility, motivation is expectancy times value, divided by one plus impulsiveness times delay. Because delay sits in the denominator, a reward far in the future exerts little pull no matter how large it is, and the same reward becomes compelling as its delivery approaches. This is the formal engine of the deadline effect: work on a distant assignment is dominated by any immediately available temptation, and the assignment wins out only when its shrinking delay has driven its motivational value above that of the temptation (Steel, 2007).
The theory predicts not merely that people delay but exactly when the delay should end. A tempting alternative available now has zero delay, so its value is a flat constant; the task's value climbs as its deadline nears; and the crossing point of the two is the moment work begins. Raising impulsiveness steepens the discount and pushes that crossing closer to the deadline, which is why more impulsive people start later and finish in a greater rush. A longitudinal test tracking students across the successive stages of a project confirmed the pattern the equation implies: motivation and effort were low and flat while deadlines were remote and rose steeply as each deadline approached, with the timing of the rise tracking individual differences in the discounting parameter (Steel et al., 2018). Temporal Motivation Theory: The Deadline Effect
Set how many days remain before the deadline and how impulsive the actor is. The curve is the task's utility; the horizontal line is the constant pull of a tempting alternative available now. Work on the task begins only where the curve overtakes the line.
Discounting and Present Bias
Temporal Motivation Theory inherits its denominator from a deeper regularity in how organisms value delayed rewards. George Ainslie showed that the subjective value of a reward does not fall off exponentially with delay, as a consistent planner would require, but hyperbolically — steeply for short delays and then ever more gently — so that the discount rate is not constant but higher the nearer the reward (Ainslie, 1975). The consequence is a preference reversal that exponential discounting can never produce. Offered a smaller reward soon or a larger reward later, a person may prefer the larger-later option when both are distant, yet flip to the smaller-sooner option as the sooner reward comes within reach, even though nothing about the two rewards has changed except the passage of time. The crossing of the two hyperbolic value curves is the exact formal signature of present bias: an inconsistency between what the person prefers for their future self and what they choose when the moment arrives.
Economics gave this the same structure under a different name. Ted O'Donoghue and Matthew Rabin modelled agents with present-biased preferences who systematically weight immediate costs and benefits too heavily relative to future ones, and showed that such agents predictably procrastinate on tasks with immediate effort and delayed reward, and pre-emptively over-consume tasks with immediate reward and delayed cost (O'Donoghue & Rabin, 1999). The account also explains a robust empirical finding: procrastinators are characterised less by a distorted view of the past than by a foreshortened relation to the future. A meta-analysis found chronic procrastination reliably associated with a present-hedonistic and present-fatalistic time perspective and with a weaker sense of connection to the future self, the very orientation hyperbolic discounting formalises (Sirois, 2014). The second demonstration reproduces the preference reversal and shows that switching to exponential discounting abolishes it.

Procrastination as Emotion Regulation
The discounting models explain the timing of delay but not what is being discounted. A complementary account locates the immediate reward in mood. Fuschia Sirois and Timothy Pychyl argued that procrastination is fundamentally a problem of emotion regulation rather than time management: an aversive task provokes negative affect — boredom, anxiety, resentment, self-doubt — and delaying the task removes that affect at once, so the delay is negatively reinforced by the relief it brings (Sirois & Pychyl, 2013). On this view the procrastinator is not misjudging time so much as prioritising the repair of present feeling over the pursuit of a future goal, giving in, as the phrase has it, to feel good. The account predicts that procrastination should rise when the task is more aversive and when the person's capacity to tolerate negative affect is lower, and that it should be accompanied by the self-blame that in turn makes the next approach to the task more aversive still — a self-perpetuating loop.
The relief, crucially, is real, which is what makes the habit so durable. Dianne Tice and Roy Baumeister followed students across a term and found that early on procrastinators reported lower stress and fewer symptoms of illness than their peers, a genuine short-term benefit; but by the end of the term the pattern reversed, with procrastinators reporting more stress, more illness, and earning lower grades, so that the net effect across the whole period was decisively negative (Tice & Baumeister, 1997). The short-term relief is borrowed against a larger later cost. Field evidence confirms that the mechanism operates in the moment of temptation: in a study using experience sampling, momentary lapses in action control predicted giving in to social and other temptations, and procrastination followed most where the immediate feeling to be escaped was strongest (Sirois & Giguère, 2018). The third demonstration traces the relief-then-cost reversal across a term.

Individual Differences
Procrastination is not only a state that a hard task provokes but a stable disposition on which people reliably differ. Clarry Lay's General Procrastination Scale, which asks how habitually a person delays across everyday tasks, established that trait procrastination can be measured and that scores are stable over time and predictive of actual delay in the laboratory and the field (Lay, 1986). Later work distinguished several facets within the trait — arousal procrastination, the delay of those who claim to work best under last-minute pressure; avoidant procrastination, the delay of those escaping an aversive or self-threatening task; and decisional procrastination, the chronic postponement of decisions themselves — with Joseph Ferrari validating dedicated inventories for the arousal and avoidance forms (Ferrari, 1992), though factor-analytic studies find these facets highly intercorrelated and dominated by a single general tendency to delay.
Where that general tendency comes from is partly genetic. A behaviour-genetic study of twins found procrastination and impulsivity to be moderately heritable and, more strikingly, to share all of their genetic variance: at the level of the genome the two traits were indistinguishable, consistent with the view that procrastination is impulsivity manifested against a goal with a deadline, and that both reflect a common weakness in the executive management of goals (Gustavson et al., 2014). The nomological network around the trait is by now well mapped. A meta-analysis assembling the trait's correlates confirmed strong negative relations with conscientiousness, self-efficacy, and self-control and positive relations with distractibility and impulsiveness, while relations with anxiety and neuroticism were weak (van Eerde, 2003). Measurement has been placed on a firmer cross-cultural footing: a study comparing two widely used scales across six European countries found the construct they capture stable and comparable across languages, so that the trait is not an artefact of any one instrument or culture (Svartdal et al., 2016). And the distribution of the trait in the population is patterned: an epidemiological study of a large international sample found procrastination higher in men than in women and declining with age and education, tracking the same demographic gradient as impulsivity (Steel & Ferrari, 2013).
Academic Procrastination
The setting in which procrastination has been studied most is the university, where deadlines are frequent, self-imposed structure is weak, and the delay is easy to record. Academic procrastination is common: early survey work found that the majority of students reported procrastinating regularly on writing, studying for exams, and keeping up with weekly reading, and that a substantial minority regarded their delay as a problem they wanted to overcome, tying it to anxiety and to self-defeating cognitions about the work (Solomon & Rothblum, 1984). The behaviour is not benign. A meta-analysis of the relation between procrastination and academic performance found a reliable negative association: higher procrastination predicted lower grades and course marks across many samples, with the effect stronger for behavioural measures of delay than for self-report and stronger for final performance than for early assignments (Kim & Seo, 2015). The pattern matches the mechanism established earlier — the cost of delay accumulates and lands at the end — and makes the student population both the clearest demonstration of procrastination's harm and the natural site for testing interventions against it.
The Procrastinating Brain
If procrastination reflects a contest between impulse and control, its neural correlates should lie in the systems for valuation and self-regulation, and resting-state imaging bears this out. A study relating trait procrastination to intrinsic brain activity found that higher procrastination was associated with altered activity in and connectivity among the prefrontal regions supporting executive control, the anterior cingulate involved in monitoring, and the ventromedial and limbic regions that assign value to rewards (Zhang et al., 2016). The finding fits the behavioural picture on which procrastination sits at the intersection of two capacities — the ability to represent and pursue a delayed goal and the ability to hold immediate temptation in check — rather than reflecting a single faculty. It should be read with the usual caution owed to correlational resting-state work: it identifies systems whose functioning covaries with the trait, not a cause, and the direction of any causal arrow between brain organisation and a lifetime of delaying is not fixed by the data.
Reducing Procrastination
Because procrastination is a self-regulatory failure with an emotional core, the interventions with the best evidence target either the impulse-control machinery or the affect that drives the delay, rather than exhorting the person to manage time better. One of the most striking findings concerns the aftermath of delay. Because self-blame makes the next approach to a task more aversive and so feeds further delay, forgiving oneself for having procrastinated should break the loop — and it does: students who reported greater self-forgiveness for procrastinating before one examination went on to procrastinate less before the next, an effect mediated by reduced negative affect toward the material (Wohl et al., 2010). At the clinical end, procrastination severe enough to impair functioning responds to structured psychological treatment. A randomised controlled trial found that internet-delivered cognitive behaviour therapy, with or without therapist guidance, produced moderate-to-large reductions in procrastination that were maintained at follow-up (Rozental et al., 2015). A systematic review and meta-analysis of the treatment literature concluded that cognitive-behavioural approaches reliably reduce procrastination across formats, while noting that the evidence base remains small and that few studies follow participants long enough to establish durability (Rozental et al., 2018). A parallel review focused on the academic setting reached a similar verdict, finding that interventions combining cognitive-behavioural techniques with concrete self-regulation and time-structuring strategies were the most effective at reducing student delay (Zacks & Hen, 2018).
A second family of strategies acts before the delay rather than after it, by restructuring the choice the procrastinator will face. Because present bias is a conflict between an earlier planning self and a later acting self, the earlier self can bind the later one through precommitment. Dan Ariely and Klaus Wertenbroch found that students allowed to set their own deadlines for a series of papers chose to space them out rather than bunch them at the end — voluntarily accepting binding constraints and penalties their present-biased selves would otherwise evade — and that while such self-imposed deadlines did improve performance, evenly spaced deadlines imposed from outside improved it more, so people do precommit against their own procrastination but not optimally (Ariely & Wertenbroch, 2002). The other proactive strategy attacks the intention-action gap directly. Peter Gollwitzer's implementation intentions — plans of the form “when situation X arises, I will perform response Y” that pre-link a specific cue to a goal-directed action — reliably raise the rate at which goal intentions are actually carried out, by delegating the initiation of action to an anticipated situation rather than leaving it to be willed in the moment the temptation is strongest (Gollwitzer, 1999). Where self-forgiveness and cognitive behaviour therapy repair the affect that feeds delay, precommitment and implementation intentions forestall the delay by fixing the decision in advance.
Worked Example
Temporal Motivation Theory can be worked by hand, and the first demonstration reproduces the calculation. Consider a student with an essay due in some number of days. Let the expectancy of completing it successfully be 0.9 and the value of doing so be 10, so the essay's undiscounted worth is expectancy times value, 0.9 times 10, equal to 9. Let the student's impulsiveness — the sensitivity to delay — be 0.8. Competing for the same hours is an immediately available temptation whose steady worth is 4; because it is available now its delay is zero, so its motivational value is simply 4 and does not change over time.
The essay's motivational value at a delay of D days is its worth divided by one plus impulsiveness times delay: 9 divided by (1 + 0.8 times D). Work begins when this rises to equal the temptation's constant value of 4. Setting 9 / (1 + 0.8D) equal to 4 and solving gives 1 + 0.8D = 9 / 4 = 2.25, so 0.8D = 1.25 and D = 1.5625 days. The model therefore predicts that this student, however early the essay is set, will not begin until roughly a day and a half before it is due, when the shrinking delay has finally lifted the essay's value above the temptation's. Two features of the result are worth drawing out. The prediction is a time, not merely a tendency: the theory says when the delay ends, not just that it happens. And the crossover depends on impulsiveness through the 0.8 in the denominator — a more impulsive student with a value of, say, 1.2 would reach the same crossover only at D = 1.25 / 1.2, about 1.04 days out, starting later and finishing in a greater rush, exactly the individual difference the longitudinal data show.
Discussion
The study of procrastination is the study of a specific irrationality: a freely chosen delay that the chooser expects to regret. Its explanation has converged from three directions on a single structure. The formal models — Temporal Motivation Theory and the hyperbolic discounting beneath it — show that the delay is the predictable output of a valuation system that weights the present too heavily, and they predict its timing precisely enough to be tested and confirmed (Steel & König, 2006; Ainslie, 1975). The emotional account supplies what the models leave open, identifying the immediate reward as relief from the negative affect an aversive task provokes and explaining why the delay is reinforced even as it stores up cost (Sirois & Pychyl, 2013). And the trait and genetic evidence tie the whole to the broader failure of impulse control, showing procrastination and impulsivity to be, at the level of the genome, one disposition expressed against a deadline (Gustavson et al., 2014).
Two cautions temper the picture. The first is that the short-term benefit is genuine, not illusory: procrastinators really do feel better early, and any account that treats the behaviour as simply mistaken misses the reinforcement that keeps it in place (Tice & Baumeister, 1997). This is why the interventions that work address the affect and the self-blame rather than the schedule, and why forgiving a past delay can reduce a future one. The second is that the label spans a range: most delay is an ordinary, mild inefficiency, but at its severe end procrastination impairs work, finances, and health enough to warrant clinical treatment, and the same mechanisms run across that range at different intensities (Rozental et al., 2018). What unites the field is the recognition that procrastination is not a defect of planning to be corrected with better planning, but a failure of self-regulation whose cure lies in changing how the present is valued and how the delayed self is felt.

The strongest trait correlates are low conscientiousness and high impulsiveness rather than any general absence of effort, so procrastination is a failure to start an intended task, not an absence of the intention (Steel, 2007).
Why do people procrastinate if it makes things worse?
Because delaying an aversive task removes the negative feelings it provokes right away, giving immediate relief that is reinforced even though it stores up a larger cost later. Studies following students across a term show real early relief followed by higher end-of-term stress, illness, and worse grades (Sirois & Pychyl, 2013; Tice & Baumeister, 1997).
What is Temporal Motivation Theory?
It is a formal model in which the motivation to act equals expectancy times value, divided by one plus impulsiveness times delay. Because delay sits in the denominator, a distant deadline yields little motivation and a near one yields a great deal, which is why work so often begins only as the deadline approaches (Steel & König, 2006).
How does procrastination relate to impulsivity?
Very closely. Delayed rewards are discounted hyperbolically, so an immediate temptation can outweigh a larger future payoff, and a twin study found procrastination and impulsivity to share all of their genetic variance, meaning that at the level of the genome the two are effectively one trait expressed against a deadline (Ainslie, 1975; Gustavson et al., 2014).
Does procrastination affect academic performance?
Yes. A meta-analysis of many student samples found a reliable negative relation between procrastination and grades, stronger for behavioural measures of delay than for self-report, because the cost of delay accumulates and lands on the final performance (Kim & Seo, 2015).
Can procrastination be reduced?
Yes, by methods that target the emotion and impulse control behind the delay rather than the schedule. Forgiving oneself for a past lapse lowers future delay, and randomised and meta-analytic evidence shows that cognitive behaviour therapy, including internet-delivered forms, reliably reduces procrastination (Wohl et al., 2010; Rozental et al., 2018).
Is procrastination bad for health?
It can be. Beyond the end-of-term rise in stress and illness seen in students, chronic procrastination is linked to poorer health behaviours and higher stress, and momentary lapses in action control predict giving in to temptation, so the habit carries costs well beyond missed deadlines (Tice & Baumeister, 1997; Sirois & Giguère, 2018).
